If you want to track down old Champions product, the Hudson Cuity sourcebook for Dark Champions is solid if every much mired in the grim and girtty supers genre.
the San Angelo sourcebook is much lighter in tone, and deliberately aims to feel like Astro City. it has some clever ideas in it.
V&V alas doesn't have any city sourcebooks, but the Organized Crimes and Alone in the Night do have solid urban components.
